Why is Burma's junta afraid of Suu Kyi?

Burma's generals

Burma's generals have another pretext for keeping Aung San Suu Kyi locked

up

By Jonathan Head

BBC News, Bangkok

Last year, as the world tried to persuade Burma's military rulers to allow more foreign help for the victims of Cyclone Nargis, the country's renowned opposition leader Aung San Suu Kyi passed a lonely anniversary in the isolation of her lakeside home.

It was five years since she had been detained and placed under house arrest, for the third time.

And under the law - called the "Law to Safeguard the State Against the Dangers of Those Desiring to Cause Subversive Acts" - the maximum period someone could be held without trial was five years.

Even under Burma's own draconian penal code, Ms Suu Kyi should have been released.

Aung San Suu Kyi's house

John Yettaw swam across Inya Lake to reach Ms Suu Kyi's house

It did not happen. The government simply extended her detention for another year, arguing that the first 360 days did not count.

So there was no expectation that, as she approached her sixth year of confinement this month, she would be released.

But now the Burmese authorities have been handed another pretext for keeping her locked up.

The strange, midnight visit by an American man, John Yettaw, who swam across Inya Lake on 3 May to reach the opposition leader's dilapidated house, has resulted in Ms Suu Kyi and her two assistants being arrested and taken to Insein prison, where they will go on trial next Monday.

Everyone is very angry with this wretched American. He's a fool

Kyi Win

Lawyer for Aung San Suu Kyi

Like other dissidents who have been tried inside the prison walls, she will get little opportunity to defend herself, and faces a possible prison sentence of five years.

Mr Yettaw's motives for his visit are a mystery. According to Ms Suu Kyi's lawyer, Kyi Win, he tried to visit the same way last year, but was sent away. This time he apparently pleaded exhaustion after his swim, and was allowed to stay for two nights.

"Everyone is very angry with this wretched American," Kyi Win told reporters. "He's a fool."

Government critics have been quick to point out that Mr Yettaw's visit to one of the most closely guarded houses in Rangoon could surely have been prevented by the authorities.

His previous visit last year had already been reported by Ms Suu Kyi. She has now been charged with violating the terms of her house arrest.

Sham election

But why go to such lengths to confine a woman who has already spent 13 of the past 19 years in detention, and has had little opportunity to run her increasingly demoralized and divided party?

Insein prison

Aung San Suu Kyi is being held at the Insein prison in Rangoon

The answer is an election the military is planning for some time next year, the country's first in two decades.

This election has been widely dismissed outside Burma as a sham, because it guarantees to preserve the predominant role of the armed forces in politics and society.

But the election matters a great deal to the generals who now rule the country, and in particular to Than Shwe - the ageing, secretive general who still calls most of the shots in Burma.

On my own visits to Burma, electoral legitimacy is something I have heard Burmese ministers go on and on about at length.

Their beef is the legitimacy Aung San Suu Kyi's party, the National League for Democracy, claims from its resounding victory in the 1990 election, the last held in Burma.

This seems to infuriate them, and they go to extraordinary lengths to try to discredit these claims. Legitimacy seems to be a big issue for the generals, as is security.

Aung San Suu Kyi

"Next year's election is all about Than Shwe's succession," says Aung Naing Oo, a former student activist now living in exile in Thailand.

"He is obsessed with assuring his security once he steps down... so he is being very careful about who is put in key positions. He has to make sure nothing goes wrong."

Aung San Suu Kyi is still the greatest threat to Than Shwe's plans, because of her unrivalled moral stature among Burmese people.

National saviour

Critics point out that she sometimes seems out of touch - that she has been unrealistically inflexible in the past over issues like maintaining Western sanctions and the results of the 1990 election.

But Than Shwe has not forgotten the last time he released her from house arrest, in 2002, in the mistaken belief that Western sanctions would be eased in return.

They were not, and Aung San Suu Kyi was greeted as a national saviour, mobbed wherever she went by huge crowds.

A year later dozens of her supporters had been killed or jailed, and she was back in detention.

That is why there is a clause in the military-drafted constitution barring anyone "who enjoys the rights and privileges of a foreign citizen" from running for office - Ms Suu Kyi, through her marriage to the late British academic Michael Aris, falls into that category.

There was never much realistic hope that she would be released before the election.

So what about afterwards?

Once the generals have in their own view consigned the 1990 election to the history books by holding an election they are more or less guaranteed to win, perhaps then they will have the confidence to release Aung San Suu Kyi.

And perhaps, once Than Shwe, who is 76 and often in poor health, has left the scene, Burma may see a gradual softening of its repressive political climate.

But no-one is counting on it.

Do not exaggerate my words I never said people’s opinions don’t matter in general, If you reread the articles then you will know and realize who did patronize whom!! You talked about democratic society, sure but there are some rules and regulations. I don’t think that to dump all the negative emotions in the public blog with fake names helps democratic society to thrive.
According to your name it seems like strong negative emotions are running inside of you!! If you have some weapons like a Rocket there is a good chance that you will destroy the whole the society ; also your first name and last name contradict each other, usually Tibetan tradition names are some thing like this: Lobsang Soepa, jampa phuntsok, Tenzing Dhondup Tashi Tsering, Look there are so precious meanings with both first and last names!

But the Rocket represents the destroyer of life including human life and the Ocean represents peace and nature so they are contradictory!! Hopefully your strong negative emotions are not going to take over your positive emotions and your natural wisdom!!! I would like you to be of benefit to others and especially to our society!!!
It seems that you have got some kind of knowledge of both languages. I see some Tibetans who have enough education but then they become isolated and separated from the Tibetan society; they can’t serve much our society!! People who have enough knowledge should be like Samdhong Rinpoche who has never been separated or isolated from the Tibetan society and who has been serving in our society over forty (40) years what you think about that?
And you said that Tibetan new education system is based on survival strategy and Chinese education system is based on (trivial strategy, and you said that in general people create a system of rules based on the reality in the world! And you talked about globalization I don’t see anything wrong with new Tibetan education system based on survival strategy. To base on something means there is something else combined to it, based on survival strategy doesn’t mean that we don’t do anything else! It doesn’t close all other options!
Don’t you see that we have to do something to keep our culture alive? If you agree with that, what is your strategy? It is important to keep our priceless and unique culture and traditions alive, including the Tibetan spoken and written Tibetan language and our Buddhist philosophy etc Don’t you see that circumstances between Tibetan and Chinese societies are so different that it is not realistic that they should be based on the same education system?
Or, do you think we can’t do any thing to keep our unique culture alive because of the globalization storm? Do you think that, it is useless for the future of Tibet what we are doing in the schools and monasteries in nunneries and general Tibetan society to keep our unique culture alive because of the globalization storm? Tell me what is the realistic we should do with Tibetan education system??? I apologise that I am writing in English!!

Please do not mistranslate the meaning of Dgra-bchom-pa:
According to Tibetan dictionary by Sarat Chandra Das: he translated following: one who has subdued hi/her enemy (one who has subdued his/ her inner enemy. Drag-bchaom-pa never represent as a destroyer it always represents peace and non violence!!! And also it is still a fake name, until you will use your really name with your pen name!!!

Yes you are right; here is nothing རྟག་པ but there is a continuation!! I am not sure that Tibetan students spent ten to twelve years in Tibetan schools comes out not knowing how to write a simple legible letter in their own language. Meanwhile under leadership of our Prime Minister Samdhong Rinpoche, recently he has already made a historical reform to our system!! Have you ever seen those major reforms? Have you read the textbooks written after those major reforms? I think Tibetan literature is already taught in Tibetan schools, but as you know, we can’t teach Literature to all levels of students!! Please do not pretend that teaching Dharma in schools is causing students’to have poor writing skills.
(Sunita this and emptiness that. Stupid!!)
Because that is not reality, you should go to check all Tibetan Monasteries and then you will know!!

I think that to introduce dharma in schools, which helps to improve and get into deeper Tibetan language. Are you patronizing Tibetan society? (Yes if you act like a sheep you are a good member of the Tibetan society)
What do you really mean about that? I think you have a great desire to serve our society you want to do something, so please watch your words!!! Thanks and be happy!!

The translation of སྡེ་སྣོད་གསུམ།, should be something like this: Three Community containers, because container is as snod in general Tibetan language and Basket is not as snod in general!
The Issue of teaching different religions was not the point, the subject was teaching religion in school, which does or does not reduce Tibetan language improvement with students You skipped this main point and you have changed it with different religions issues, and also I have noticed that you have changed the word the Dumb into Dump from your first article as well.
Whatever still I think that you have made some kind of progress that, your inner Rocket is starting to dismantle by my cooperate, which is good news for Tibetan society and for yourself!!!
We could introduce religion teachings as equals, I mean philosophy; I don’t think that they have been teaching serious religion in the schools, but the philosophy and some kind of prayers yes! And also we can establish some schools as non religion and philosophy I would say introducing, but also we can not blame everything on the government, you could set up some schools as non government organisations or as individually for non believer religion or people who don’t really care about it!

But I think all our students are heroes and heroines, because they know names and life stories of all those heroes and heroines in India and in Nepal!! Or maybe they are celebrity Students!!
IF YOU ARE A MUSLISM, YOU CAN DO SOMETHING!
BUT SAYING SOMETHING IS MUCH EASIER THAN DOING IT!!

I AM SURE YOU KNOW THE SPEECH:: YOU SHOULDN’T ASK WHAT YOUR COUNTRY CAN DO FOR YOU; INSTEAD OF YOU SHOULD ASK WHAT YOU CAN DO FOR YOUR COUNTRY!

Actually I am happy to see that your inner Rocket is starting to dismantle!!!
